Es war anders rum gewesen : Irak ruettelte am Gewissen der Nationen.
FYI : Die UNO hatte insgesamt 144 -einhundertvierundvierzig - Resolutionen gegen Irak ausgestellt. In einer Resolution wurden UNO Mitglieder 'eingeladen' vorhergehende Resolutionen Kraft zu verleihen , also militaerisch einzuschreiten. Genau das hatten dann auch ~ 27 Nationen getan.

13. Determines that the provision of security and stability is essential to the successful completion of the political process as outlined in paragraph 7 above and to the ability of the United Nations to contribute effectively to that process and the implementation of resolution 1483 (2003), and authorizes a multinational force under unified command to take all necessary measures to contribute to the maintenance of security and stability in Iraq, including for the purpose of ensuring necessary conditions for the implementation of the timetable and program as well as to contribute to the security of the United Nations Assistance Mission for Iraq, the Governing Council of Iraq and other institutions of the Iraqi interim administration, and key humanitarian and economic infrastructure;
14. Urges Member States to contribute assistance under this United Nations mandate, including military forces, to the multinational force referred to in paragraph 13 above;

Acting under Chapter VII of the Charter of the United Nations,
9. Notes that the presence of the multinational force in Iraq is at the request of the incoming Interim Government of Iraq and therefore reaffirms the authorization for the multinational force under unified command established under resolution 1511 (2003) having regard to the letters annexed to this resolution;
10. Decides that the multinational force shall have the authority to take all necessary measures to contribute to the maintenance of security and stability in Iraq in accordance with the letters annexed to this resolution expressing, inter alia, the Iraqi request for the continued presence of the multinational force and setting out its tasks, including by preventing and deterring terrorism, so that, inter alia, the United Nations can fulfill its role in assisting the Iraqi people as outlined in paragraph seven above and the Iraqi people can implement freely and without intimidation the timetable and program for the political process and benefit from reconstruction and rehabilitation activities;[...]

Die U.N.O. ist ein Club von souveraenen Staaten. Souveraene kann man ihrer Souveraenitaet wegen, nicht 'bestimmen', 'befehlen' oder sonst irgendwie zu ahem treten. Das ist der Grund warum Mitglieder als letztes Mittel 'eingeladen' werden, UNSCR's mittlels militaerischer Gewalt - to take all necessary measures - endlich Kraft zu geben.
Waehrend ihrer ~ 80 Jahre Laufzeit hat die U.N.O. via dem UNSC nur zwei oder drei Mal ihre Mitgliedschaft 'eingeladen' gegen einen Staat militaerisch "mit allen verfuegbaren Mitteln" einzuschreiten. Der Ira war eines dieser wenigen Staaten gewesen.
Der Grund dafuer war, dass der Iraq in 1984 in seinem 1980 - 1988 Krieg gegen Iran nachweislich chemische Waffen eingesetzt hatte.....alle, bzw binary chems etc aus Europa bezogen, besonders ein Land , dass unbenannt werden soll, war quasi der Hauptlieferant fuer chemische Waffen nach Iraq gewesen. In einem Dutzend UNSCR's forderte die U.N.O. Iraq auf seine chemischen MVWn zu zerstoeren und sich kontrollieren zu lassen. Iraq hatte sich diesen wiederholten Aufforderungen fuer ~16 Jahre widersetzt und tanzte der U.N.O. auf der Nase rum. Dann in 2004 hatte der UNSC endlich genug von den Kasperlespielen der Iraker und der Rest ist Geschichte.
Das Besondereew an der Formel " to take all necessary measures ist, dass der UNSC den jenigen Laendern die ihrer 'Einladung' nachkommen, in keinster Weise 'empfiehlt' wie und in welchem Masse diese ihre militaerischen Kraefte und Strategien einsetzen, dass bleibt ihnen selber ueberlassen.
Und wer 20 Jahre lang laufend und staendig gegen geltendes Voelkerrecht gehandelt hatte, war weder die U.N.O. noch die Staaten der 'multinational force in Iraq' gewesen, sondern per document trails einzig und allein Iraq bzw, sein Diktator selber.
