Das liegt an der EU-Kommission und den USA, die das Projekt verhindern wollen. Die Angelsachsen und die US-Vasallen wollen einen Keil zwischen Europa und Russland schlagen.
Russland hat keine Lust, irgendwo in der Pampa Milliarden umsonst zu verbuddeln. Stattdessen wird es enger mit der Tuerkei kooperieren und wahrscheinlich im Mittelmeer an der tuerkischen Kueste dann das russische Oel verschiffen lassen ?
Ausserdem wird Russland Europa in Zukunft wohl verstaerkt kein Oel und Gas verkaufen und den Absatz mehr in Asien forcieren.
Deutschland duerfte Russland als Lieferanten in Zukunft verlieren ?

Italien ist auch schon zunehmend gegen die Sanktionen bzgl. Russland eingestellt. Vielleicht geht es ja von der Tuerkei aus ueber Griechenland dann uebers Meer nach Italien ?
Aber anscheinend ist die EU daran interessiert, Russland fuer immer als Lieferanten von Oel und Gas zu verlieren ? Jedenfalls ist das im Moment der Eindruck, den Putin von den US-Vasallen in der EU gewonnen hat.

Russland bekommt auf dem Weltmarkt zwar weniger Dollar pro Barrel Rohöl. Für jeden Dollar bekomme das Land aber mehr Rubel, um Renten und Beamtengehälter zu bezahlen. Die Währungskrise lässt die Öleinnahmen mitunter sogar steigen: Ein Barrel brachte Russland zuletzt 3600 Rubel ein, hat die russische Ausgabe des Wirtschaftsmagazins "Forbes" ausgerechnet, 2012 waren es dagegen nur 3200 Rubel.
