Nachdem Nordkorea den Süden aufgefordert hatte, auf die kommenden Militärübungen mit den Vereinigten Staaten zu verzichten, erklärte das südkoreanische Verteidigungsministerium, Südkorea würde den Norden "gnadenlos und entschieden bestrafen", sollte es zu Provokationen seitens Nordkoreas kommen. Nordkorea bezeichnete die Manöver als "nukleare Kriegsübungen" und warnte vor einem "unvorstellaren Holocaust" in einer militärischen Pattsituation, in welche die innerkoreanischen Beziehung führen könnten.
